Tollgate is launching with a narrow geography by design. We prefer to be fully-compliant in fewer places than half-compliant everywhere.

Test mode (Base Sepolia)

Operators can run a public test-mode deployment on Base Sepolia with test USDC. During test mode, the US-state whitelist is NOT enforced (no real money moves). The country-level OFAC sanctions block still applies — IR, KP, RU, CU, SY, BY, and occupied Ukraine regions are blocked in all modes. See the test-mode docs for how to get test USDC on Base Sepolia.

The authoritative allowlist is enforced at the edge by the facilitator. This list is the summary; the source of truth is the facilitator'sALLOWED_STATES environment variable.
